AF Weather Satellite Finally Dies

Looks like DMSP is dead, they had a backup in storage but Congress won't let them upgrade it so it'll probably go into the trash heap.

This all ties back to the 90's when the Military Weather satellite programs were merged with NOAA's under Algore's direction.

Two programs got whacked so they could start a joint program, which failed, so the AF and NOAA both restarted their programs (multiple times). The AF program was red-lined in the last defense budget.
