I'll bet it's a pet nickname that participants in the exercise have taken to calling it.

We do that a lot with our exercises, Forts and even the local towns attached to the base or the ones we return to after we leave the service.

A couple of examples:

Ft. Huachuca = Ft. We-Gotcha

The town of Fayetville, near Ft. Bragg = Fayettnam

Some local towns around here we've taken to renaming:

Hanover Park = Hangover Park

Des Plaines, whose town motto is "City of Destiny". We call it "City of Density".
