A declassified memorandum from Director CIA to the National Security Advisor; an assessment of EIT, stressing its effectiveness. Get the board. Get the water. Let's roll.

I've mentioned a few times on this forum that I was present at the water-boarding of a Viet Cong female. It is a well-established method of interrogation and if done correctly, doesn't leave any marks. Is it effective? I don't know if it's any more effective than any kind of torture...although this document stresses the effectiveness of apparently DOJ-approved methods.
