I'm more looking at .mil schools right now, I highly doubt I'd be able to swing any type of training through Larry Vickers or Viking tactics unless I paid for it out of pocket.
I can't help with creatively navigating the subtleties of .mil funding channels and training approvals. However, if you are interested in training offered by police departments you may find they are willing to train you for free as long as they have a seat in the class. I also seem to remember Gunsite offering active duty troops free training, but I'm not sure if it was a one-time thing or limited to a particular course. The NTOA offers scholarships to members. I believe the International Association of Law Enforcement Firearms Instructors accepts membership from military instructors, and they also offer scholarships to the Annual Training Conference (this year it's in racing_kitty 's backyard).
Once you take tuition out of it, all that's left is either getting approval for orders to be cut (which obviously involves using .mil funds to account for your time and/or travel) or using leave time.
