Every so often the Marine King makes an appearance. The insignia is the Gendarmerie device which is similar to the Coat of Arms for Haiti.

He is a Marine wearing a Haitian Gendarmarie uniform. Marines were cross commissioned into the Haitian military during the occupation circa 1915 or so. Smedley Butler was the first Commandant of the Gendarmarie. This Marine in particular supposedly was King of Haiti for three years and wrote a book about it.
