It doesn't take a lot to cause significant damage to the control surfaces of a small airplane but running into the tail would also very likely push the tail up, forcing the nose and prop into the ground, especially on a soft/dirt field.Running the tail may, but may not do enough damage to the rudder and horizontal stabilizer to prevent takeoff.
