Hot take: This dude is either National Guard and waiting for someone to die or ETS to finally make his 5, or he's either active duty and just PCS'ed from South Korea.

He could also be a guy who just enlisted. Guard would make E-4 in 2-3 years, less if he entered at E-2 or higher. E-5 in under 3 years is common in the NG (I can't speak for AD folks on any of the above). THAT's when the "die or retire" kicks in for E-6. Unless it has changed the Guard can enlist up to E-5 in an over strength capacity.

Same with officers, up to 34 if you go through OCS and the Guard has a program that can push you through before you hit 35 which avoids their ridiculous 14-18 month process.
