This begs the question: now that the astounding errors have been identified, if balances come up short then where will cuts be made?

I don't even know where to start.

The Navy spent a lot of money on a contract to determine where their readiness level was for the upcoming FIAR and the end result was the contractors didn't even know where to start for how bad it is.
