I don't necessarily agree with the tactic, but I can understand it.

Not very nice, but could very well make terrorist groups more likely reconsider taking hostages. Of course, the MSM wouldn't like it and would have a field day.

Well CT tactics evolves, and I'll be no surprised to see some of their TTPs in other operations.
Consider this theatre. 690 hostages. 50 Terrorists armed in AKs, PKMs, lot of explosives. 12 or so suicide bombers, positioned around hostages. No snipers avalible to kill them.
Gas is only avalible option...
