Wow...it's been a long time since I've seen a reference to Mahan in a discussion of 21st strategy. I guess what goes around, etc...

My first take on this is positive, at least in theory. In reality, we often don't have either the staying power or the high-level support to sustain civil affairs/hearts and minds campaigns in AOs that we're fighting in...much less in areas that we might fight in one day.

But I understand the need for relationship-building where the future support of the local population could be paramount.

@Ocoka , refreshing to hear a meat-eater bring up Mahan. Yes, y'all have Mattis, we have Mahan, and he is till very instrumental in contemporary Naval philosophy. I agree with your perceptions. I do think it's positive.
