I'm thinking he might be from the future...
...in fact, with all his talk about vaults - he's probably from the year 2076.

He's probably trying to stop Trump from initiating the annexation of Canada before the world is ready. According to my research, the annexation isn't actually completed until January of 2076. For pete sake, we don't want President Trump to fuck up the current time line.
