Technically the SEK-M's are police units belonging to the federal states; the comparable German unit to the SEALs is the KSK.

unfortunally you are not quite correct.

Some remarks:
SEKs (SonderEinsatzKommando) are basically the "SWAT Teams" for the german police.

SEK-M = Spezialisierte Einsatzkräfte - Marine
which roughly means Specialized Operation Forces - Navy.

SEK-M is based in Eckerförde and basically consists of
HQ - & Support Company
Combat Diver Company
Mine Diver (EOD) Company
Boarding Company
Training Element

In contrary, the Combat Divers (Kampfschwimmer) are the equivalent to the US Navy SEALs, not the KSK. KSK is Army.
Since 1976 there is a PEP (Personal Exchange Program) between SEAL Team 2 and the Company.
So 20 years before the KSK even existed.:p

I use KSK as in Kampfschwimmerkompagnie being equivalent to SEALs, not the Kampfstreitskraefte, the recent reorganization of special operations forces. That may be the cause of confusion.
