You know just how many kids and aviation buffs would absolutely be heads over heels for something like that to happen to them? It's a non issue. Plus knowing aviation like I do, I bet that the battalion safety officer was one of the pilots with either the BN XO or CO the other pilot.
Had they hovered over the people, that could maybe be one thing, but off to the side like that? Meh. Plus it was nearing the end of the month, the unit was probably burning gas anyway.
People just want to be mad about something.

The thing is whether this was part of the planned flight path or not. If I was cleared to do a convoy on I24 but I detoured to go hang out at the Titans Stadium, I'd get my ass hemmed up. Our movement management shop dealt with it all the time at JFHQ.
That said, crews get in trouble for fly-bys all the time. It's not a big deal. SECWAR undercutting the command team inherently makes this a big deal and amplifys the politics of it.
