If the lowest part of your ship is the flight deck...yeah, there's going to be problems. It isn't like our Navy's never seen large waves before...

And one would expect the Captain to be aware of the flaws of his/her own vessel and not try to launch aircraft when a heavy sea is running. There are such things as freak waves, but they don't just pop up from a calm; there has to be significant wave action. The widows may win their case.

Navy brass allowed this to go on and didn't seem to care.
I guess aviators and flight deck personnel are expendable.

Which then makes you wonder why it was designed that way. Someone had a reason for the design, the cover up was just the result.
