We like to talk trash, but DoS has some real Americans out there mixed in with the commie subversives and alphabet rights pushers. From my lowly position I could never tell how much bang for our tax dollars we were getting on all those bribes aid projects and dinner parties, but we still exist in Iraq after all these years, and the jihads can't even fuck with us like they used to.
It's only a matter of decades before some of these American jihads become high level diplomats too. There is already a few, the Taliban peace deal guy comes to mind (SRAR), but right now I think they're just limited by numbers.
We were supposed to slowly get replaced by locals doing the PSD, and we use local terps already, but the vetting did not go anywhere near as successful as DoS hoped. Uncle Sam is stuck still paying big money to Americans for their safety in the difficult places.

To make matters worse, after leaving State during the early Dubya admin, he joined CFR and also became a special advisor to SOUTHCOM.
