Im confident the DTO was used as leverage for Mexico to promise further action target cartels: a no shit quid pro quo. But here, there is national interest in POTUS using Art II powers to affect international diplomacy that works in favor of US interests.

Kinda like leveraging Ukraine to looking into corrupt spending of US taxpayers dollars...or leveraging Russia to back off Europ-based missile defense programs until after an election.
