Texas rains

I'm not trying to be a dick, it will just work out like that, but are these areas prone to flooding and/or flash floods? How atypical is this event? Living in a flood zone is living on borrowed time. Sad but true.

I'll be brief, but I recently left my job at the law firm that I worked at for the past decade and decided to join a non-profit that specializes in disaster relief. Needless to say, we were in Texas within 24 hours.

I've talked to a lot of people this week and I've learned two things,
1) Texans help their own. My God the, outpouring of support from Texans all over the state has been truly awe inspiring. They have truly gone above and beyond.
2) This most likely could have been avoided/mitigated. It was a known issue. Nobody could have predicted 25-30 feet of water in less than an hour, but steps could certainly have been taken that would have saved a significant number of lives.
