Need a little leadership counseling

In short: My Sea Cadets battalion chain-of-command has been undergoing some leadership issues. If someone would be willing to PM me so I could maybe get an idea of what I could do to take some initiative in this situation despite my insignificant role, that would be greatly appreciated.
