Selection question regarding prior service

Okay this is long winded, but I'll try my best to keep brief.
My younger brother was honorably discharged from USAF (CSG) in '96
He is interested in re - enlisting ANG / SF .
2 SF units are based within an 1 1/2 hour driving distance from his current residence.

He is not airborne / Ranger qualified

His intention is to qualify in an MOS and eventually become an instructor.

What's his best course of action?
