I figured it out. The icon right below the picture icon in your screen shot locks and unlocks the entire panel. Never knew that. Back to gaming!

Today I played Skyrim for the first time and played for nearly 8 hours without a break.
Today I killed 2 giants by getting the high ground and shooting about 100 arrows at them.
Today I began my decent into getting fired as I blew off all work related duties so I could help some dude avenge his sister.

No wonder my kids don’t do their homework!

Duuuude! If you think that's bad wait until you take an arrow to the knee. I swear it makes adventuring such a pain.
