Normally I'd take all caps to have a secondary meaning, but in this instance that appears to be a "thing" in the SC's document. ACB is following a format, not yelling at another judge.

Trying to play nice and use "soft power" in dealing with the Palestinians, or the Iranians, or Syria or Iraq or Russia or anyone else going back to the founding of our country does. not. work.
