I have said this for years, as have millions of people: the professional politician class is siloed and insulated from the real world. They believe what they read, the media, the millions of reports and briefing, written by people who engage in groupthink and confirmation bias.
Given the current "trade war", this is relevant here.

Seems like the ruling is stating there is no standing, because nothing's happened yet to demonstrate harm to union members. OPM will have to not follow through on the agreement for someone to sue.
Too bad you've gotta waive your legal rights if you resign.
