I think this is a standard gun trace that the ATF does any time a gun is used in a crime. It sounds like they contacted the selling FFL and he gave them the 4173.
Alternately, if that FFL was surrendered, the yeah they have those records.

How is this not a national gun registry? I thought the AF was supposed to destroy those records within 90 days?

So...a gun registry. Maybe not current and certainly not complete, but it is a de facto gun registry particularly for those who....follow the law.
