it would take longer to start the 25th process than just letting the term expire......not worth it.
He's tossing crap out there to spin up the masses and gauge public support. I expect more incendiary garbage from him because he can mouthpiece things Kamala can't/ won't and if he takes heat? It doesn't matter because he's expendable. This isn't the first time a Dem tried to alter the SC. FDR wanted to add justices so they wouldn't oppose the New Deal and other legislation.
Hell, he can toss a few things like this out, spin up the circus, then if he dies in office they have an emotional "Do it for Joe" campaign. "It is what he wanted! Make this his legacy!" Never mind that Congress won't pass any of it, it also feeds the "Republicans are stopping progress/ Facism/ oppression and shit" talking points.

I'm not sure he can. He could just resign.
Edited: He could to temporarily pass powers to the vice president if he has temporary incapacity. But his issues aren't temporary, so I don't think Congress would buy it. He either needs to resign, or Congress would implement 25A to remove him from power for the next hundred days or whatever.
